No. You will have to create a new Electrum wallet and send your Bitcoin from Bitcoin Core to Electrum. Or you can export all of your private keys from Bitcoin Core and sweep them into Electrum.

No other software than Bitcoin Core uses a wallet.dat file (same goes for every other wallet, their wallet files are generally compatible with other wallet software).
