Regarding the VCC's:  there is a control panel where the buyer can see his transactions? You know Paypal charge 2 small amounts and they send you a code to verify that VCC
The VCC can be reloaded online (using bitcoins or fiat)?

I too think that Paypal need a some balance to confirm new accounts because If I'm not wrong they will charge $3 in my country and after confirmation I will get back that amount.

You are correct, in my country PayPal charge $1.90 after card added, account verify they return the funds back.

This is because it can't. This method is actually unique where i see it. But it successfully links to USA Paypal, thats a shock!! Of course it's empty and therefore wouldnt be able to confirm. Actually, there is a catch... The VCC is really wierd...
