It's not hard to find a Turkish IP even for an average internet guy. But the problem is the stability, speed network, latency and most important thing security. Proxy networks are bound to have some characteristics like that.

If OP meant those IP for logging issues looks like it will be a problem but for just entering a site then it's fine. OP since there is still no person accepts this deal (although I can do it but passed for this) I suggest you to find a VPN that has Turkish server injected to it. It's more wiser than dealing with those thousands IP where you didn't know if it's working or not.

I'm looking for a vpn that has a lot of turkish ips with stable connection.

Like I said in my post above, the problem is the stable connection. Rarely to see some above 150 sole location IP's with a stable connection for a long period of time. Even Premium VPN I doubt does have like that. I can give you around 500+ IP's from that country but I think only 20% has stable connection.

Anyways really need it badly? Well if Im not that busy I will try to ask my guy (yes my IT colleagues) to sort out IP's from Turkey which from low to moderate after this holiday break and returning back to our workplace. I can't do it now because of time and lots of projects today that needs to finish by first quarter of next year.
