A few months ago , ThomasV (creator of Electrum) said that they are still working on it so I doubt It's cancelled : https://bitcointalk.org/index.php?topic=1655639.0 . Electrum is with no doubt one of the best (If not "the" best) wallets when It comes to PC but for phone , I'm not really a fan. Partially because I don't like the current apps and partially because I usually root/jailbreak and I'm worried about the security of a wallet on my phone. It would be nice to see an Electrum app though.
