Title: Why is BTCE more 5%+- different from other exchanges.

I understand that if you are in America you can't buy from BTCE. But why are they almost 5% lower than other exchanges.

Also does anyone have links to legitimate bitcoin exchanges in other countries?

BTC-e is primarily used by users in CIS (Russia, Ukraine, Balrus, Kazakhstan.etc), with the next biggest group of users coming from Eastern Europe (Bulgaria, Poland.etc) and China. These users sell far more coins than they purchase. That is due to the fact that a large number of Bitcoin-based ventures, such as gambling sites are owned by the CIS users. They get their revenue in the form of BTC, and they use BTC-e to convert these coins to fiat.

BTCE is only allowed in selected countries possibly because USA did no allow it. The same with other exchangers that are not available in other countries since they are not allowed or banned from operating in that area.

With regards to the price, every exchangers have different prices attached to buy and sell since there are no standards. The average will be taken from all exchangers and thus become the actual price of bitcoin.
