You posted on the wrong child board dude. Post this on Currency exchange (https://bitcointalk.org/index.php?board=53.0) instead. Another thing, you're new here and most likely no one would trust you to buy bitcoins using PayPal.

It is the currency exchange section where people who are selling and bitcoin. They have threads already up there.
Since you are wanting to deal with paypal then be it known that you will not find someone so easily without any prior history in trading or exchanging with this method of payment for bitcoin.
And nobody will send the bitcoins first because it is non-reversible while paypal is.

As long as you don't care about the fees and If you need them urgently then I highly suggest using Virwox as It's probably one of the few legit services that exists for a long term with no scam accusations against them over years and they also accept PayPal and other payment methods that most of services don't. (credit cards , Skrill , and more)

You can link your bank account then buy Bitcoin from it, but it will requires a certain country (US first)

Only some private services or persons will sell bitcoin for Paypal but it's high risk.

You said true but here the main thing is he want buy from PayPal money  and want PayPal money . So here no risk for this person to buy Bitcoin but he need seller who can sell Bitcoin for PayPal money . He can get from LBC or some Google sites .

I think you have to go to exchange section of this forum as all the exchanges are don on that section here on this section you can provide and ask for services only. On exchange currency section you will find any trader within a few minutes. By the way maybe it will be hard for to get an exchange of paypal especially if you are a newbie.

If you are in Europe go to bitpanda.com you will have a hassle free experience and low fees, not the lowest but still low.

If you are in the USA then absolutely go to Coinbase if you are fully verified it will be a very pleasant experience there (that's what I have heard as personally I am in the Europe).

These are the best options , then if you have time you can buy from one of the trusted exchangers in the board mentioned in above posts. Go in one thread where has a lot of pages of selling/buying and the operator is one with dark green trust. Check his feedback but even if it's super good ALWAYS do use ESCROW.
