If you have the needed knowledge then you should start one , make it open source and sooner or later people would join and contribute to the project otherwise It could be help to make people do a project for you without being paid. If you are willing to pay for something really good then there is C.A.T and a new one dedicated for Poloniex only (forgot the name).
