I don't know the max temp of either of those miners off the top of my head but as long as you have good airflow and it's not sitting in the sun, they should be able to run just fine.

I am just afraid if i buy and i tight of budget if i start mining bitcoin without aircon i can save for electricity bill but if can affect my miner or it can damage easily its not a good idea for me.. but the fact i do not know what should i do to save but can make a good profit..
Thanks for idea i need more comments for others and i hope for those who are experience to mine with the same temperature in my place without aircon i hope to give clear about my question..

You should work all of these numbers out ahead of time, it's a fair amount of work and research but it must be done unless you want to take a big risk in something not working out the way you wanted. Look up how efficient the miners are, how much you pay for electricity, how much you will make from mining (use an online calculator), etc.

Honestly our electricity cost per kwh here $0.2 cents but in my fathers house we have free electricity but the problem the house is not made of cement.
my fathers house are made by bamboo with nipa. like this one http://myphilippinelife.com/wp-content/uploads/our_bahay_kubo.jpg

And its obvious that you can not use airconditionair..

You would probably be OK if you could point a simple 20" box fan at the miner air intake bringing in fresh air. Ideally, you would have another fan exhausting the hot air to the outside. You MAY have to down-clock the miner a little, but that is just going to have to be trial and error.

I have run my S7's and S9's during the summer here where the outdoor temperature was at or above 90 degrees F. As long as I kept the air circulating and expelled the hot air from the room, the miners did fine with mostly NO under-clocking. On days where the temp was in the high 90's, I usually under-clocked the S9's to be on the safe side.

Not sure about Avalon as I have never owned one.

Good luck and let us know what happens! :)
