according to this screenshot it states that it has a max of: $147994.90 that can be exchanged

now it's up again.

Can you please explain this ?

More likely he is a scammer. I mean who's professional service provider will respond to a scam accusation with this:

Checked his profile and looks like he's from the same country as I am. I'm really disappointed. Assholes like this are the main reason why most people think that peopole from third world countries are scammers.  >:(

It is easy to photoshop such picture, lots of scammers nowadays online with such method now
