That address is a exchange's address actually which I use and yeah I can accept loan directly on that addy .. I do not have any collateral .. 0.005 is a small amount just for time being I am stuck :( becuse of slow network confirmations. The clogging of the blockchains always makes a lot of problems for everyone when it happens. I too had a transaction that confirmed only after two days with the right amount of fees when I sent it.
