Make sure you are downloading most recent CI Build from here : https://www.dash.org/forum/threads/testnet-tools-resources.1768/ screenshot : https://i.imgur.com/38JAAXi.png and delete your banlist.dat & peers.dat inside the testnet3 folder, before restarting your test wallet.
