You cannot use these accounts to sell digital items, game keys or high risk items, because eBay will quickly suspend them. You may use these accounts to sell physical items or domain names for example.

If you want no limits account, you have to be verified with USA VBA.

And even if you have that, eBay limits new accounts with 21 hold up or 7 days hold after shipping.

And that kind of accounts would cost a lot more than $15.

Like $150.
