PPC exchange rate will decreased to whatever side is lowest (USD or BTC). Right now at least PPC holds steady more or less with a rise in BTC. With an active PPC/USD book the PPC/BTC rate will slide to compensate for a rise in BTC. Likewise the PPC/USD rate will slide when BTC drops as well.

Trading of altcoins with other currencies than BTC is disabled by default, I think because of the low volume and the high bid-ask spread. Are you sure your account wasn't just hacked and the coins cleared out? I successfully did a 30k USD bank wire out of btc-e.com during this mess with no problems...
