Or he could just be posting a random transaction. Until he sign a message with the wallet that contains what he claims to have, I doubt he has 0.4btc. First thing he will do is come here trying to "lend" money to others, probably a collateral scammer, or as valta4065 said, he could be trying to get people to trust him through this.
