Because they can. The Gox price is presumably lower than OTC 'cause it's so hard to get fiat onto the exchange, especially from the UK. Similarly, goldbrokers have rapidly sold out of shiny stuff after lowering their prices in tandem with the reported paper spot price (Galmarley, etc.). I find that quite telling: paper "gold" isn't physical gold in the hand.
