According to the documentation, you shouldn't need to specify the bitcoind user/password for a localhost connection. Does Electrum server fail to start or is it simply printing those messages as warning/debug information? You could try uncommenting those lines and leaving the values blank to see if anything changes. Alternatively, you could just try setting up a RPC username/password for bitcoind to see if it will work.
