Is buying 4000 bitcoins accessible for everyone? I mean lets say that I just made a new account and I wanna 4000 bitcoins and then transfer to someone else who also has new account. Is that possible? On some websites like mtgox.com I read that there are some limits and they even say:

If you wish to increase your withdrawal limit you will need to send us a copy of your official government photo ID (such as a scan of your passport and/or drivers license) plus a copy of your utility bill (private) or corporate information (company).
But lets say that my account is not verified. What are the limits?

What exactly are you trying to do?

Buying BTC isn't feasible unless you're expecting the price to rise more, which it will a bit. But buying BTC4000 at the current exchange rate will run you  roughly $424,000.

I don't know who would buy up that much to send to somebody. If they need BTC they can buy up themselves or start mining. The currency is open to everybody.

I understand it's a newbie section, was just curious on whether you were trying to actually buy 4000BTC or just speculating on the possibility.

I'm sure there's a buy up limit, although I don't know what it is. I believe Coinbase mentioned you can buy up to 100BTC and sell up to 300BTC with a verified account.

I have been a miner/seller instead of a buyer.

Heres what you do, in a few easy steps! :D

Step 1:

Go to the exchange or merchant that has a stock of over 4000BTC, and get the information from the place that it would logically be readily available.

possibly just break it up into 4 x 1000 BTC transactions if the limit is say 1500 per transaction.

Okay thanks for help but.. you mean a merchant.. where the heck do I find such people dealing BTC's for cash in some shop or whatever? I thought it is all being done in services like mtgox and others.

The merchants are online, such as Mtgox. You can't get physical cash, only money transferred to your account.

They just dropped the limits to 50/50. I'm not sure if MtGox has a limit on buying or only selling.

Check the current limits at mtgox or your choice of exchange.  I think they are 100 bitcoin withdrawal limit per 24 hour period.  So you buy them, then pull them out at that rate.
