2.From my understanding,if your country keeps the records of Government issued Id's online,they must provide an API which be used for cross verification from 'approved sources'.Don't go this way if you're planning to open a small time exchange or a gambling site. 3.Documents can always be forged,I bet the procedure has to be carried out manually. You may open a bank account online in some countries, but you will need to send documents by postal mail to prove what you said online, and a human will check everything.
