Everybody who has a bitcoin wallet has access to the blockchain, blockexplorer just retrieves it and presents it in a readable way. So yes it should be accurate.
If I am wrong someone more knowledgeable will hopefully correct me, but I think I am right. Edit: And yes it contains all transactions because the blockchain is a record of all transactions that take place with bitcoin. Title: Re: Is blockexplorer accurate?
