I have

 msi rx 480 8gb gamer very quiet
asus rx 480 8gb strix    quiet
asus rx 480 8gb dual    quiet
diamond rx 480 8gb     loud

panda miner b1 with 8 rx 480 4gb  louder but not as bad as the antminer s-5, s-7, s-9

My XFX R9 390 are very quite, as I only run them at 860/1250MHz with very low voltage.

I used to run 3 reference R9 290s with the "blower" style coolers. They were so loud I wasted a lot of money water-cooling them, but they have been (almost) running silently now for over a year - overclocked to core 1100 and never get above 65 celcius. I nicknamed them the "lawnmowers".

If I hadn't done that I never would have been able to expand my rigs (to now 11 GPUs) because my girfriend would have left me.

My 6x XFX GTR RX480 8GB are extremely quiet, the boxed Celeron ventilator is much more louder. Also look for good PSU, I use the 1050W from XFX which is quiet too.

I live in a apartment at the moment. So I am looking for the quietest miners. You've all given me good examples. Assuming you were in my situation which gpu miners would you pick?

I would say the ones with larger dual fans are in the 50 db range if not pushed too hard, such as the MSI Gamer series. The ones based on the reference design with a single "blower" type fan will run closer to 60 and even 70 db under extreme conditions. Of course this all assumes an open air rig with appropriate spacing between GPUs and a somewhat reasonable ambient temperature.

Okay a proper build with good air flow you can run the Msi rx 480 gamer red led with fans set at 55 to 65 %.

Those fan settings will allow the card to run close full speeds like 27 to 29 mh 

I dual mine and get 27.2 mh eth and about 630 mh decreed temps around 60 and fans at 60
