Title: How do I reduce voltage further than -96 mV using MSI afterburner?

I want to reduce power usage further.

After all, I underclock the GPU.

I think I saw a screenshot in msiburner that you can also reduce voltage for memory and stuff. Also can you reduce core  GPU clock by more than 100 mv?

With older version and older cards you can enable unofficial overclocking or modify configuration file for higher limit. With the new cards I have tried and tired and Googled everywhere with no luck, ended up using Wattol.
Also some of the older cards had memory vddc that can be modified

I've heard msi afterburner can also reduce memory voltage. I wonder how.

Watttool can set the voltage to however you like.

Be warned they can get unstable depending on the quality of the chips.

You are dual mining so that is why they use a lot of power, the gpu is being stressed.  High load on gpu means it will need ample voltage to function properly.
