if you want a web wallet then you can choose xapo. but for me an online wallet like blockchain remains to be the best at this time.
the most important is the security features which are owned by the wallet.

You have an option to use jaxx a multicoin wallet or the more secured electrum,where you have control of everything including fee about low fee I doubt if you can expect a much lower fee that you want to give miners unless the core developers solve this issue

transaction fee for bitcoin is determined by the network not by your wallet. you only set a different fee there. but you have to pay the fee that the network demands (meaning a high enough fee to have a high priority if you want fast confirmation).

your other options that others mentioned are wallets like Xapo but you will lose your control over private keys and will be left with an account on these sites.

Why change the wallet? you can click on advance and set custom fees! if you don't add recommended fees your transaction might get stuck for long time.

if you are looking for a wallet with low fee, I suggest you use coinbase he did not have fee on withdrawals. :D
users have to pay fees now, coinbase stopped paying for user's withdrawals fees.

I suggest you can try learning how to generate transaction using Coinb.in. You can actually decide how much fee you want to include. 100 bits should be sufficient for usual transaction to get confirmed quite quickly. The lowest fee I tried was about 0.25Sat/byte, which got confirmed in 15 hours.

There are many options to open a bitcoin wallet for low fees transactions. If you are planning hold a small amount of bitcoin and the source is not from gambling, then I would recommend you to use CoinBase. They have no fees for sending bitcoin to other addresses. So they are best for small amounts.

Blockchain remains the best because of the usability and security features. But it has normal fees for every transaction. You can also choose Electrum wallet if you want to send money to more than one recipient at a time. It would help you to consolidate all the fees together and send money to more than one address. Choose as per your requirement.

How much is the current fee on blockchain wallet today? In mycelium you can set your own fee from very low to priority fee. Lowest fee in it the last time I sent was around 22k satoshi.

I think xapo it's a great wallet with the low fee. I use it for very long time and am very happy with it. It's very safe ( not complete) and it is regarding fast in transactions. :)

Coinbase has fees these days, I think even Xapo has started static fees on payments to external wallets.

Since the fees are set by the network not by your wallet, I would either stick with Blockchain or move offline.  Blockchain has had bugs and hacking problems in the past, Coinbase is in trouble with the IRS, Xapo's customer support doesn't respond to anyone - online wallet providers are never ideal. 

I would argue that Blockchain is the closest to a decent online wallet there is, but you still don't technically own the Bitcoin and these services are never completely reliable, so it doesn't matter what fees you have, either stay on Blockchain if you need convenience or move offline if you care about your security.

As network demands you should comply transactions fee while others do this. Like blockchain remains to be the best and most popular Bitcoin web wallet at this time where chance to control of funds and lower fees. Others web wallet especially Xapo, coinbase might be recommended, anyone you can choose. But little fee must be applied.

i completely agree with you mate blockhain do have a lots of risk since its really prone to hackers and with xapo and Coinbase they already start collecting fees too, if OP wanted to make low transaction fee better to have an offline wallet where he can set it up depending to the time frame that he needed his btc being send.

All of the wallets will not charge you any more, You can download it for free. The fees just applied to the transaction that you've made and sent to the other wallets. The desktop wallet is a suitable wallet for you. The transaction fees depend on the transaction demand, I mean, if there will more demands using the faster transaction and put higher fees rather than other micro-transaction and it makes the transaction fees will increase. Bitcoin is not charging anything except the transaction fees.

You can try coinbase and xapo for feeless internal transaction but i personally don't prefer them as they are not a true bitcoin wallet. All internal transactions they have are off chain transactions which is recorded only in their database.

You can try electrum which allows you to set your custom fee but if you like to collect lots of small amount of bitcoin like from faucets try xapo.

You can try coinbase and xapo for feeless internal transaction but i personally don't prefer them as they are not a true bitcoin wallet. All internal transactions they have are off chain transactions which is recorded only in their database.

Exactly, OP should prioritize security over miner fees . Online wallets don't give the private key of their users wallet and if you don't have the private key of your wallet, it is technically not yours . Coinbase and xapo don't offer free miner fees for external transactions and trust me most of your transactions are external so just use a more secure wallet like armory for windows and mycelium for android .

It's just that Coinbase paid the fees for their users in the past but today things are changed. So the bottom line, others just relied to that free of charge fees without looking in the reality that all bitcoin transactions have associated transactions fees. It's not a problem as a whole since it was there in the beginning.

I think this happen last month that coinbase are also asking for the fee right now unlike before .. there are no wallet right now are not asking for a fee for every transaction because almost $1 is the fee for every transaction.
If they can be ok with lowest and delayed transaction they can pay for small fee but for instant you should pay a higher fee..

What country you from maybe there's bitcoin wallet that you could used that based on your country like mine here in my country less fee even you will send it to another user and you can also do the fast conversation into fiat currency. Blockchain is becoming big fee right now.

Well here in my country if you are not sending bitcoin to outside they are not asking for the fee but if you are sending bitcoin to another wallet or outside of the site they are asking for the fee default is 50k this is the same as other online wallet like coinbase..
there are no wallets right now are giving free transaction if you send it to other wallet..

I prefer blockchain even if it has bigger fees as long as it is secured and fast which is easy to use also.
 The volume of blockchain wallet users are high so it makes it popular to users. But don't forget to store your private keys incase of some problems that will happen in future atleast you have back up.
