Banks are busy so yes it may even take longer than 3 weeks for them to locate funds. I would contact your bank and see what they have to say. I don't think btc-e is scamming just the banks are slow. Good luck There's the other open scam accusation on here of BTC-E withholding a lot of money despite relevant documents being given. They're either selective scamming or their customer support is just really, really, really bad.
