If you are paying via perfectmoney or any other non reversible methods like btc-e or anything then I would help you out and at just 5% fees.

On a personal note I would suggest you that please proceed using a escrow because scammers are lurking here always to scam out new guys. And never deal with ANYONE without a escrow. Find escrow list here :https://bitcointalk.org/index.php?topic=855778.0

You are paying 20% less than the market rate and with a reversible payment processor like PayPal. Sorry, but you won't get any response as here usually people pay 20% premium if they use PayPal as a payment processor. Being a newbie, it's better you use exchange websites like virwox or localbitcoins but still you would need to bear 15% market fee for exchange.
