Also, there has been a recent surge of Steam balances being charged with stolen credit cards or other reversible methods. Steam accounts are considered non transferable and adding account balances to them with the intention to sell them as such is point tless in. Steam guard allows for account passwords to be reset with just a few clicks.

Maybe they changed their restrictions, but I can't find an announcement. |
