i guess it must be clear to everybody because there are some traders especially at C-CEX whose still holding those coins that once a high-price coin during their ICO at the said exchange and after the ICO has been sold, the dev leave and the coin became garbage like XON. We can technically allow a coin from any exchange but it has to follow this important rule:You cannot swap a dead coin, with no buy orders at all and no volume for a long time.
