I don't know about the service you mentioned and I never heard of it, the design isn't that good, only a few countries are supported, I don't suggest using it overall. If you want to recharge your phone then: https://en.bitrefill.com/

I never heard about pay724, but I know that there are many services which will help you refill your mobile:

The website pay724 seems good in design and privacy however i can't verify its service right now.
If you want to know how honest they are,select a lower recharge amount and proceed.
Or you can directly go to bitrefill to recharge your phone.They support all 134 countries with instant recharge delivery.

I haven't heard about this site before but after checking their price and comparing it with my favorite one bitrefill I was convinced that they can be better alternative to bitrefill if needed. However bitrefill also have inbuilt bitcoin wallet feature so that we can save so much in fees when topping up our mobile.

So for time being bitrefill will remain my favorite.

Honestly the payment for 1 usd is high its just like the same as bitrefill.com and how about the fee i think we will also pay for the fee so i think its not good idea to buy load or topup loads online it is not the same here in my country that we have a rebate when using their topup with bitcoin.. but its only here in my country if they can added other country i think they can be more recommended because they trusted ..
If you know coins.ph its one of the trusted here in m y country..
That site is not well known so if you really want safe better to choose recommended by other people here.
