The question is, I guess, what one wants to do with the bitcoins after the exchange. Some exchanges charge very high fees for sending you the funds. Depending on the various fees you have associated with it, I would wonder if you could buy BTC from the cheapest fund and sell them to the most expensive?

I expect that you would lose all the profit from the transit costs and the wiring fees. |
