if i bought the chips, who should i consult with to get help?

I don't think you can just buy the chips? They ship in ready-to-use boxes.

If you're just having a bunch of chips, you might have been scammed.

nope can be bought in batches of 10,000

Do you have the PCB schematics for those then? You'd need to contract someone to make the PCBs (printed circuit boards) for you and mount the chips of them. Otherwise you can't use those.

The schematics will be out supposedly at the beginning of may
and be prepared to handle a possible 4 layer pcb, because the chip turns the pcb into
a heat sink - that's why the actual heat sink is on the backside of the pcb.
it depends on what we actually get, if its "only" the schematics you have to build the pcb layout on your own
that's just for the start... ;)

all the way at the bottom is Fabless ASIC suppliers.
they help develop everything (im already speaking to 2 of them about making new ASICs) that can even push past BFLs
