Its a cool idea but it may lead people to get scammed if not implemented correctly. Giving someone a trust rating can be dangerous. I agree with everything you said, but I think the PPL add rating can help add a significant amount of context. If someone has years of positive PPL feedback, they're probably not going to throw that away on a <1 BTC transaction which is where the vast bulk of these will be taking place. But yes, a 100 BTC transaction, for example, you should never trust anyone.
