Not sending first, I don't care how trusted you are.  The risk is all on my end, as PayPal can be charged back.  Bitcoin can't.

How does sending second would prevent you from chargeback if someone wishes to do so?

He never said it prevents him from being chargedback, it just prevents him from sending the BTC and only hoping he receives PayPal in return.
