this block was mined in only 12 seconds, this can happen if two blocks are solved on top of each other in a short amount of time, with not much time for new transactions to be broadcasted

There are hundreds of thousands of transactions waiting now so no matter how close the blocks there is no good excuse for mining an empty one.
