No, is not an adpack - you are buying popunder traffic from which country/os you wish,using either fiat money  or bitcoin.

https://pinvert.com/publishers is a good website to earn money and i can easily send adult traffics from my adult niche websites but i do not understand your website payment structure because they are quoted in cpm rates per country.

I read $0.40 per click and $20 per ecpm, i will like you to explain this better and i would sign up if this is clearly understood.

The rates are different from country to country, the advertisers are bidding a minimum of $0.40 CPM for any country they wish and the cpm can even be lower for advertisers with a large budget.  We don't pay per click, but per mile of impressions. That means that if an advertiser bid $1 for Germany, you will receive a $0.80 - $0.90 CPM. Hope It was clearer this time. Does a advertiser get to see and select from the websites which are accepted by you to show traffics on their site ?

As an advertiser I would like to do little research about where I am advertising as simply putting my banners everywhere will not help me ultimately in getting decent traffic.
