For you best chance try Coinsecure.in, Zebpay or Unocoin. It's Indian exchanges. And you have not mentioned using escrow. There is no reason for anyone to risk their BTC like this. What I would suggest is, go to localbitcoins.com and find a seller in your area. Meet him face-to-face and you both do the transfers (money/BTC) at the same time. But there are government rules which makes the sellers in India to sell at high price. Suppose a seller from USA is willing to sell yo the coins, but from India there is minimum option available to transfer money abroad.
