They are based in Russia, and almost all the staff is from Russia and the other former-USSR nations. And regarding the Chinese exchanges, I would have liked to recommend Bitfinex, but recently they had some isssues with the fiat withdrawals. So, I would rather go for BTCC or OKCoin.
