As soon as you post 10 HQ posts on hi forum, you get qualified for the reward and you can claim your 1 us dollar as mentioned on the forum. If anyone wants to contact admin, he can do so by messaging him on website I believe, and yes you have to signup first . It's a mystery that someone recommends a site and another person explains that there was no high quality posts submitted to qualify for payment, which only the admin of the site can say.
