No it is not. The U.S. is known for suing foreign gambling operators accepting U.S. players, furthermore, even if you were operating in France, you would have to hold a local license. It would be illegal to accept U.S. players even if you had a French license.

There are lot of pph websites who setup in france or costarica. There is no proof of anyone dealing with real money because its just credits added so considered as entertainment so no one is sued.
