According to my own research, it seems that the biggest aquarium in the world is currently Chimelong Ocean Kingdom in China and according to Wikipedia (https://en.wikipedia.org/wiki/Chimelong_Ocean_Kingdom), the 1st phase of construction cost was about 10b RMB (1,5b USD), and according to other sources, the total cost was mentionned as 5b USD. - Considering the figures given above, your budget for construction (600m USD) seems to be way below the costs for Chimelong Ocean Kingdom (at least 1,5b USD and probably about 5b USD). Would 600m USD be enough to have a bigger aquarium than Chimelong Ocean Kingdom ?
