You will be able to do so with Ardor.
https://www.ardorplatform.org/

Nxt might be suitable for your need and it is available right now.

Hi, I am looking for a easy way to make a Altcoin that includes GUI applications for OS X, Linux, and Windows.. Anyone know how I can do this?

You can do easily  right now using NXT.

Take a look at: nxt.org

And if you need is just easy to create a web interface with the data of your coin, the coin can be minted, PoS or centralized, you name it.

Ardor is the future of NXT, with Ardor will be able to build your own blockchain out of the box.

The easiest way to build one without writing any code is to use the Minereum token creation service, which would currently only cost about $5! https://bitcointalk.org/index.php?topic=1975550

I think that today the easiest way is to make a Waves asset. While I do prefer the Ethereum ones, Waves is easier I think.

Probably it's better to start with MVP, as any new altcoin is a kind of startup. I'd like to share some basic tips on altcoin development based on our company experience: https://softmedialab.com/blog/how-to-develop-altcoin/
