Not sure if this is allowed or not, of course, you can put anything you like in your profile but why he put **forum staff*?!

Maybe he try to fool newbie by making them believe he is forum stuff so he hopes they will send him money first sorry if this sound like total bullshit but better act before it's too late maybe DF can give him at least neutral trust so newbie who will lock at his trust will see it and not be missing it by clicking on the show untrusted feedback button

Impersonating as a forum staff is an offense. but the way he add those personal text, only a newbie will fall for his trick. 
people are still finding more ways to take advantage and scammed someone. so always be vigilant when dealing with someone online.

He's a troll.Not like it isn't allowed but one has to be really stupid to con people into doing something with that text.
"Hey I'm $ Forum STAFF $ if you don't send 0.05 bitcoins to this address,you will be banned from the forum" lol

Of course anyone can, but that does mean that it should be tolerated. For example, when someone tries to impersonate another user then we usually deal with it by leaving them a negative rating. The only difference here is that the user is not directly impersonating one user. It would be similar to writing "DT member" without trying to actually impersonate a single one by using the *same* username.
