Title: Since Blockchain.info disabled multi send feature, which should i use now?

I seen suggestion of using Electrum, is it safe?

Other than Electrum, is there any other wallet with multi send feature w/o the need of download the entire blockchain?

use electrum.
yes it is safe, it has been around for a very long time and the code has been reviewed a lot. the client is also being used by many users.
since electrum is an SPV (or light wallet) you don't have to download the whole blockchain, only the headers which will be about 30ish MB

there is a simple option called "Pay to many" which you can use to do what you want here. it is under the Tools menu.

Yes, the post above was right and you can use them since it's the most recommended wallet IMO and actually I'm using this wallet also.
There's also one wallet that can do like this as they have the send to many features with the Bitcoin core tho you have to download
the blockchain first before you can use them at fully sync.
