You might be able to regulate the fan speed from software. But this is usual done from inside your bios.

Is your CPU temp really high then?

Can you tell us the temp of your cpu?
Which cpu do you have?
It's a laptop or desktop?

65° C for a laptop is really good.
You can use a program to regulate your fans down, this means your temperature will rise.
But in fact, 65 for a laptop is very nice.
My i7 in my laptop runs with 75° C, when it's on 100% load it runs with 90° C

As I know, usually it's not recommended to mine btc by laptop, unless it is a high configuration, expensive laptop.
But to reduce the temperature of laptop, there is various ways: most and first important things is cleaning chip fan and all mainboard parts, using new clue on CPU, chip. Besides, you can try cool laptop softwares. Or you can buy a fan plugged throuh usb hub to your laptop.
