if i got someone to do it for me just asking for now

i am not into coding i am still learning why i would code it my self but i am still a noob so yeah

'
Why would you want a coder when you can just download one of the million free themes available on the internet ?  :-\
You literally have to download and edit your stuff there. If you're too cool for that, let me know I can help you set up your shortener with a free theme.

Yes i know but i am still new to this since i have no idea how to edit a theme like this url shortener one
well one when i look at the themes code  it come with also  other free themes code  i have  its like
where do i start type off thing so it shows you how noob i am still

if you can help me that be great

Well in that case,do you have your script setup ? Do you already have the code required to run the shortener and you just want the theme ? It's easy then.
If you're looking to set up your  own url shortener with zero knowledge or the required code, you will need to hire a developer.I could only help you set up the theme and code if you have it all ready.Otherwise,no.

Best bet would be to download one of those million themes out there and make modifications.
I had to do the same thing last week for www.bitp.in/ (http://www.bitp.in/) which are still in development.

Are you looking for a url shortener script or just a theme for yor existing script ?
Going by your signature link, it appears you already have a script and want to change the look and feel of it. A developer should not charge more than fifty dollars for such a petty work I think.
