Steam or Steem - which account you want and how many do you need? Better to provide the url to avoid confusion. As the previous user commented, it's really too low you are paying considering the time needed in creating the account, getting the email verified. You will get some interested if you can reconsider and update your price.

Regardless of this is steam or steem or how much the guy is paying, there could be no way that this guy is going to use this for good. Why would anyone need more than one account on steam anyway? Unless he is doing something shady to begin with.

I think he needs accounts so that he crack games in the account and resell the account with it's games pretty good idea if he knows how to crack games.

Your offer is incredibly low though it is your own budget but creating 100 steam accounts and receive $5 does not even cover the server cost not to talk of the emails accounts and the time consumed.

You can crack a game from steam but you can't crack a game on steam. All games have cdkeys they need to be verified or the game will be removed from the library. Ypu cannot add a game without buying it.

I think he'll use it for sending items from Dota 2 or other games with the same purpose.

$3 at the rate of $0.05 is around 60 accounts, are you saying that you have already created and sent 60 steam accounts to the OP ? This job should not have attracted you in the first place.

I agree ^. It is almost impossible to crack steam games as that is Valve's biggest scare. I am sure they have already patched this. Most likely the accounts are made to scam others and then distribute the items between the multiple created accounts.

If that's the case I guess that OP can not use those account he/she require from people to scam on the steam site. Nevertheless, I think is better to do some verification before jumping into conclusion in order not to make false accusation.
