this is how I got the hang of CGMiner:
0. Sign up for a pool.
1. Download CGminer (https://bitcointalk.org/index.php?topic=28402.0) and extract to c:\cgminer
2. Download CGeasy (https://bitcointalk.org/index.php?topic=99178.0) and put it in the cgminer folder. You will need to have java (http://java.com/en/download/index.jsp) installed on your computer.
3. Run the jar file and answer all questions. You will need to know the type of your card and how much you want to overclock but you can start without. CGeasy will create a batch file for you with all defs.
4. Run the batch file you created. CGminer should run uptimized to your machine.
5. I recommend saving a .conf file for CGminer (S->W) and that will be good to run cgminer without the batch file.
6. Play with the conf file to adjust and overclock some more.
7. No overclocking come without crashes. For that, I would recommend using CGwatcher (https://bitcointalk.org/index.php?topic=159267.0)

Good luck.

I wish you luck, I could not get my miner running. I had many issues that I could not work out for some odd reason even though I think things were configured properly.
