Title: ubuntu cloud vps question - cpu mining

I tried a little while back to mine on cloudatcost since I have 20 cpus on my account.
Using ubuntu 14.04 I tried to mine with a 16 cpu installation.  they all hashed for 1/16th of one cpu.  One cpu, if i set the affinity to that only one where the other cores weren't doing anything as i monitored with htop, would do the same thing, 1/16th.

I know the hashrate of a single one of those CPUs because If i create a 2cpu installation they hash for just as much, collectively.

And when i start the miner at any cpu count, they instantly mine with each cpu at max hashrate then a few seconds later it gets spread out depending on the number of cpus.  Any help?

For most VPS services, mining is against their terms of service.  They will also sometimes limit you to "burst" speeds on CPU usage.  Obviously, mining on a CPU requires more than bursts, so you are being intentionally limited by the VPS provider.
