Just buy or exchange your USD into Bitcoin from your local country and deposit your bitcoin only in trustworthy exchange sites, i.e Poloniex, Bittrex, or Liqui (this exchange still new). Then you can buy any altcoin you want.

firtsly , if your money is on paypal better exchange it first just google it and you will found many exchanger but better be careful you gotta check review too , if your money is on ur bank better buy some btc first through coinbase , triv or luno and then sign up on bittrex ( recommended ) , poloniex , livecoin etc .. after that go through btc deposit and then just go to the market with btc-alts pair and place your buy orders  ;D

If you're so lost about how you could buy an altcoin I really recommend you not doing this for now. The market is as volatile as it can get and you should invest in projects, not just buy coins just for buying, because you'll end up losing money because of that. First of all do your research abou blockchain, bitcoin, Ethereum, smart contracts concept, then you study about other chains and its pruposes...just then think about investing on few of them you believe.

To buy put your USD in Coinbase and buy BTC. Then send the BTC to Bittrex and buy the altcoin of your choice from there.

I recommend you buy from tokenlot if you want to buy the new finished ICO coins but if you want to do a quick sale,  i prefer bittrex

Much better if you don't buy some coins for now since you don't have any knowledge on it and might you will surely lose by some hypes commented onhere. And much better if you've just read some educational post about some coins do you wish to buy so that you can determine the right time to buy those one and can able to earn if the coin you buy will pump on desired time.

Maybe you are looking on how to invest on ico right?  Just do the steps on how to participate on that ico and to have the coin you like on your MEW. Cause if the coin is already in a trading site you can buy it easily.

If you have already bitcoins in your wallet, you can go to bittrex.com, and convert your bitcoins into any other altcoins.

you can always use bitcoin exchange site. popular one is poloniex.

However these days binance is getting popular. Moreover you can use waves dex which is my favorite.

I think you should more study cryto then you will already know how to buy altcoin or join ICO :)
