put a line at the bottom of your .bat file:

pause

This will pause the screen so you can see the error that you are getting.

Try this way

Also full system spec would be great , how many cards you have  , what kind of cards are u using , psu brand , max wattage
you dont need a config file , if your bat file looks like this :)

use this bat file , and disable everything else in your config file with "#" ( # should be the first character on each line ) in your config file

did you disabled everything in the config file ?
did you reset any overclocking setting to default ?
if you used more than one software to overclock your card , i would suggest to uninstall the gpu driver , use  DDU uninstaller (https://www.wagnardsoft.com/forums/viewtopic.php?f=5&t=846)

you should be good with 850 watts psu and 2x rx 580
