Yahoo is best choice to manage your ICO projects, he has the criterias you want, has experience,
 large signature campaign be managed by him, all of them had been succesfull without any problem,
many good reviews from the users on here. I think he is best candidate to manage your campaign of ICO.

How can I hire and trust someone when from 7 PMs, nobody followed the simplest introductions:

the managers here are much expert even in managing the budget of your signature campaign but the problem here is that you do not have that much in that sentence which will explain better that what you want in that sentence.
Please explain more about that sentence you will get your answer.

Use your own justification from the running campaigns and chose the best campaign manager you feel suitable for you, from their experience and expertise.

This is a good suggestion from you to solve the issue of the OP.
There is another idea in my mind that there should be a separate thread where all of the managers would be listed along with their previous signature campaigns so anyone if need any manager then they will go to that thread and will search for their favorable manager. 

I understand that who are pm you they don't have experience in managing campaigns.Well whose are experience in managing campaigns you need to contract with them with details.some managers charge good fees for manage your campaign but they are really good in managing campaign.just take a look to thread recommendation you can find good manager.
