I want to create an Exchange (where users will be able to buy cryptocurrency with fiat money).

How can you build a serious business if your legal consult is a forum topic? My guess is there are different option with different prices, like offshore is cheapest. But still, this is a forum opinion, not a legal advice...

if you want to open exchanger which can trade crypto to fiat money, you definitely need legality, it is all depend on your country, every country has its own law for this kind of business,

My suggestion for you is to just go with only crypto and USDT exchange because it doesn't require any type of licensing. Just remain anonymous and only use perfectmoney and okpay like anonymous payment gateway to support USD if you want just like yobit.

You want to be licensed in Russia? If yes, there are some problems about it. They are strictly against websites which registered outside Russia, especially offshore companies. I think your company should be registered in Russia to get license. But I recommend to contact lawyer for consultation. People on forum saying only what they heard and sometimes information can be not 100% accurate. It always good idea to contact professional of his sphere.
